e-Government concept overview

E-Government may be defined as the effective, integrated utilization of all information and communication technologies to ease and speed up transactions in government organizations (G2G), between government organizations and customers (G2C), and between government organizations and business organizations (G2B).

ICT applications in government organizations have three categories:

  • Applications common to all government organizations (common applications) such as personnel systems, financial systems, Document management systems, etc.
  • Applications that are jointly used by multiple government organizations such as recruitment applications
  • Applications that are specifically used by one government organization

e-Transaction concepts

It’s not a secret how crucial is deploying Governmental Transactions electronically. The reason behind this is the benefits of such deployments in terms of easier procedures, faster processes and reducing cost and effort for all beneficiaries whether from Government or Private sectors. Governments world wide have worked hard and concentrated their efforts to allow such electronic deployments within their countries launching what is now called “Electronic Governments” or E-Governments to make use of the wide range of advantages that reaches not only end users and public but also the Governmental agencies that provide these services as well.

Electronic Governmental Transactions provide so many benefits and advantages for the national economy. To achieve these benefits, the government of the Kingdom of Saudi Arabia has assigned its Ministry of Communications and Information Technology to develop a plan for providing Governmental Services and Transaction electronically. Hence, all cooperation efforts towards the transition to an informational society are occupying the highest priority in the country. Also as it’s important to integrate all efforts to realize aimed objectives, The Ministry of Communications and Information Technology has initiated the Electronic Governmental Transactions Program (Yasser) working hand in hand with: The Ministry of Finance and the Communications and Information Technology Commission.

As a result, the idea of educating the Saudi society about electronic governmental transactions concept has risen which means that all traditional governmental transactions should transform to electronic ones.
