The Organizational Structure .. e-Government Program

The Organizational Structure

The organization structure of the e-Government Program consists of the following components:

  • The e-Government Program supreme Supervisory Committee:
    This committee is formed by His Excellency the Minister of Finance, His Excellency the Minister of Communications and Information Technology, and His Excellency the Governor of the Communications and Information Technology Commission.
  • The e-Government Program Steering Committee:
    This committee is headed by His Excellency the Governor of the Communications and Information Technology Commission. His deputy is the Director General of the Computer Center at the Ministry of Finance. Committee members include a number of relevant executives from the Ministry of Finance, the Ministry of Communications and Information Technology, the Communications and Information Technology Commission as well as the Director of the e-Government Program.
  • An e-Government Committee in each government organization is to be directly linked to the top executive in that organization. The major task of these committees is to supervise the implementation of the e-government plan in their respective organizations (these committees are currently being formed).

  • The Advisory Group:
    consists of expert members specializing in areas related to this field.
  • The Program Director:
    The Program Director is assisted by business units which include specialists with adequate qualifications to undertake the tasks of the program.

 

The e-Government Program supreme Supervisory Committee

First: Committee Membership:
The committee consists of the following members:

  • His Excellency the Minister of Finance
  • His Excellency the Minister of Communications and Information Technology
  • His Excellency the Governor of the Communications and Information Technology Commission.


Management of the e-Government Program is undertaken by the secretariat of the Supreem Supervisory Committee at the Ministry of Communications and Information Technology.

Second - Roles of the Supreme Supervisory Committee:
The Supreme Supervisory Committee has complete authority over the e-Government Program. Its functions include:

  • Approval of strategies and general policies relating to e-government.
  • Supervision of e-Government implementation.
  • Follow-up and strategic coordination between government organizations.
  • Provide support for the implementation of e-government.

The e-Government Program Steering Committee

First: Committee Membership:

The Steering Committee is formed by the Supreem Supervisory Committee and headed by His Excellency the Governor of the Communications and Information Technology Commission. It includes the following members:

  • Representatives of the Ministries of Finance, Communications and Information Technology, and the Communications and Information Technology Commission.
  • The e-Government Program Director.
  • The secretariat of this committee manages the e-Government Program.

Second - Roles of the Steering Committee:

  • This committee handles the following tasks:
  • Execution of strategic resolutions issued by the Supreem Supervisory Committee and development of the necessary directive programs to implement these resolutions.
  • Completion of preparatory tasks for the Supreem Supervisory Committee.
  • Reporting on necessary topics and recommendations to the Supreem Supervisory Committee for approval.
  • Direct supervision of the program's administrative tasks.
  • Preparation of detailed work plans.
  • Prepare e-government projects, submit them to the Supreem Supervisory Committee and follow up their implementation.
  • Identify priorities and formulate policies, standards, frameworks and procedures for e-government projects.
  • Evaluation of the efforts exerted by government and private sector organizations relevant to the e-Government Program.

The Advisory Group

The advisory group consists of an elite group of experts and specialists from the public and private sectors, whose expertise is utilized in the following functions:

  • Participate in the identification of priorities and main directions for e-government.
  • Participate in identifying requirements for implementation of e-government projects implementation and requirements for the application and usage of e-government.
  • Study the matters referred to them by the Steering Committee and recommend the appropriate consultation on these matters.
  • Provide suggestions and recommendations on the e-Government Program to the Steering Committee.

Program Directorate

A : YESSER Program's Director General:

All the Program's main departments and units are related to the General Director who takes over the following tasks:

  • Executing the strategic resolutions taken by the Program's Steering Committee.
  • Supervising directly over preliminary works of the Steering Committee in addition to supervising over secretariat works of the Supreme Supervisory Committee.
  • Reporting all issues and recommendations to the Steering Committee for approval.
  • Suggesting detailed work plans, priorities and policies, specifications and frameworks, and procedures relating to e-Government.
  • Supervising over the Program's administration works.

B: The Program's Assistant Director General:

Both Departments of Infrastructure and Integration are directly related the Program's Assistant Director General who is responsible for the following tasks:

  • Reviewing strategy of the Program's performance on a periodic basis to ensure that it has achieved its short and long term objectives.
  • Participating in the process of electing strategic partners to the Program and Government Agencies.
  • Reviewing results of the Program's Departments to be compared with the targeted objectives in addition to ensuring continuously that proper procedures have been taken to correct the unaccepted results, if any.
  • Making sure that there is an interactive communications system at the Program ensuring that responsibilities and competencies of the Departments are executed.
  • Submitting advice, guidance and directions to departments concerning their tasks at the Program.
  • Participating in all work development activities at both the Program and Government Agencies.
  • Approving detailed plans of work, priorities and policies, specifications and frameworks, and procedures of all e-Government projects.
  • Performing all works and tasks defined by the Program's Director General or any additional competencies authorized to him as per work requirements.

C : Department of Strategic planning and supportive initiatives:

This department shall perform all works relating to strategic planning and performance measurement in addition to all relevant coordination works with other Government Agencies. It is also responsible for composing strategies, national initiatives studies which support in the field of e-Government. Tasks of this Department can be summarized as follows:

  • Updating and reviewing the National Strategy and the executive plan of e-Government on a periodic basis in addition to formulating future plans.
  • Measuring and detecting transformation of government agencies into e-Government.
  • Seeking to provide unified specifications of information systems and supporting their implementation processes.
  • Preparing framework agreements relating to software, information systems and services after getting approval of competent entities.
  • Focusing on supportive initiatives that help execute e-Government projects i.e. Projects Support Office and Partnership framework with the Private Sector.

D : Department of e-Services:

This department is responsible for supporting government agencies to implement and offer government services electronically in addition to following up improvement accomplished in this regard. Tasks of such a department can be outlined in the following:

  • Supporting implementation of the executive plan and offering relevant services to Government Agencies.
  • Following up implementation of the e-Government executive plan projects which are related to e-Services, Saudi National Portal and relevant applications.
  • Participating in approving the e-Government projects with the Ministry of Finance.
  • Formulating, maintaining and updating strategy of e-Services.
  • Forming the executive plan relating to the strategy of e-Services.
  • Developing, maintaining and updating the methodology of the e-Services.
  • Participating in designing the e-Services with the Government Agencies.
  • Participating in supervising over the implementation of and support of e-Services with the Government Agencies.
  • Following up and analyzing performance of the e-Services so as to prepare the relevant reports.
  • Following up and specifying requirements of the Government Agencies and coordinating with Relevant entities in YESSER to fulfill them (financing, preparedness studies, transformation of work procedures, preparing specifications booklets, IT strategy, best practices, change management, training and development, integration services, infrastructure services, projects management, media, marketing and promotion affairs, and portals… etc.)

E : YESSER Consultation Group "YCG":

This department takes over all works relating to YESSER Consultation Group, in addition to all relevant coordination works with Government Agencies. Performing all necessary consultation works, tasks of this department can be stated as follows:

  • Composing, maintaining and updating strategy of providing consultation services.
  • Putting through the executive plan relating to the strategy of providing consultation services.
  • Developing, maintaining and updating methodology of providing consultation services.
  • Providing Government Agencies with consultation services and studies as per available potentials in relevance to transformation into e-Government, i.e. studies that evaluate current status, authenticating work procedures of government services, re-designing work procedures of government services, designing enterprises architecture (EA), preparing strategies and plans of transformation into e-Government, preparing specifications and conditions booklets, and evaluating costs of executing e-Government projects.
  • Supporting Government Agencies through providing them with experts, specialists, project managers relating to e-Government as per available potentials.

F : Department of Infrastructure:

This department is responsible for supervising over infrastructure of the e-Government in addition to its development and operation. Such a department includes the e-Government Data Center and Information security Unit. Tasks of this department are defined as follows:

  • Supervising over operation and maintenance of all equipment and systems at PC center relating to the e-Government, in addition to operating national information applications hosted by the center.
  • Supervising over operation of the National Saudi Portal systems relating to the e-Government.
  • Supervising over operation of YESSER's portal system.
  • Supervising over constructing and supporting the infrastructure relating to the e-Government, provided that this should comply with the real need so as to simplify data exchange among Government Agencies.
  • Specifying and applying information security standards and procedures required to manage all components of Infrastructure in accordance with international high level standards followed in this regard.

G : Department of Integration:

This department is in charge of supervising over the Government Service Bus (GSB) to develop, operate and maintain it. Tasks of this department come as follows:

  • Formulating, maintaining and updating strategy of Integration.
  • Putting through the executive plan relating to Integration strategy.
  • Developing, maintaining and updating the Integration work plan.
  • Supervising over specifying technical specifications relating to joint technologies and data to achieve integration among Government Agencies.
  • Designing and developing GSB.
  • Providing a high level service of the GSB.
  • Maintaining GSB programs and services.
  • Supporting integration of Government Agencies which are provided with joint data and services.
  • Attempting to link Government Agencies with GSB in order to simplify data exchange.
  • Ensuring unification of data entries to be exchanged between YESSER and all other Government Agencies so that there can be simple flow and frequency of data.
  • Following up and analyzing performance of GSB and preparing relevant reports.
  • Maintaining and developing management of Saudi National portal "Saudi" so that it may be the unified portal for all e-Services and government information.

H : Development And Research Excellence Center:

This department is responsible for all works relating to the Excellence Center, in addition to performing all coordination works with Government Agencies in this regard and preparing relevant studies and researches. Tasks of such a department include the following:

  • Disseminating modern ways of administrative thinking that depends on concepts of e-Government.
  • Helping to apply e-Government Transactions all over the Kingdom.
  • Coordinating to train IT executive managers and specialists.
  • Coordinating to train administrative employees and CEOs in fields relating to e-Government transactions and relevant applications.
  • Supervising over organizing the Saudi e-Government Achievement Award.
  • Supervising over organizing forums, conferences, promotional symposiums relating to e-Government.
  • Providing Government Agencies with best practices, knowledge tools and rules relating to e-Government.
  • Attempting to document, disseminate and apply concepts of IT management centers, best expertise and methodologies relating to projects management in IT centers.
  • Implementing researches in areas of administrative practices and other organizational and cultural aspects in addition to relevant conducts relating to e-Government Transactions.

I : Department of Promotion and Media:

This department is in charge of all works relating to media and promotional affairs in addition to marketing services, managing the portal content and events, public relations and offering all support needed to YESSER program's departments in relevant issues. Tasks of this department cover the following:

  • Media affairs (following up press news relating to YESSER Program that are published in different mass media, preparing news releases and articles to be sent to press and media agencies, communications with advertisements agencies and working as a communications and coordinator center).
  • Marketing and promoting services (establishing and maintaining an active branding of YESSER Program, preparing the strategic Plan of marketing, preparing the executive plan of marketing, applying marketing plans in coordination with concerned departments, measuring performance and general results of executing marketing plans, monitoring and reviewing the implementation of marketing strategies and approved plans by the Government Agencies, preparing studies about market and its needs of e-Services, developing strategies to inform users about the increase in using e-Services, developing a promotional plan for users in coordination with Government Agencies to improve new services, applying promotional plans to elevate usage of e-Services, measuring performance and general results of executing promotional plans and monitoring and reviewing the application of approved promotional plans by Government Agencies).
  • Managing Content (preparing articles about YESSER program to be periodically updated and shown on the Program's website in addition to receiving and answering any inquiries coming to the website).
  • Public relations (establishing active relations with stakeholders to benefit e-Services, coordinating to receive the Program's visitors to be properly hosted in coordination with other relevant departments, informing stakeholders about resolutions taken by the High administration or the Steering Committee, receiving and documenting suggestions raised by stakeholders to be then reported to the High Administration).
  • Managing events (organizing different events relating to YESSER Program, sending invitations to concerned entities to attend the events, and receiving opinions of such entities about the events).

J : Administrative Services Department:

This department is responsible for all administrative and financial affairs relating to YESSER Program, in addition to preparing works of different committees and coordinating with various departments at the MCIT and other Agencies. Tasks of such a department can be summarized as follows:

  • Carrying out all administrative and financial works relating to YESSER Program in coordination with the relevant departments at MCIT.
  • Implementing all preliminary and coordination works of the Supreme Supervisory Committee, the Steering Committee, YESSER Consultation Group and other committees and work teams of the Program.
  • Offering support services to the Program's departments and units.
  • Coordinating with relevant entities (Government and non-Government).
  • Continuously coordinating with relevant departments at MCIT to accomplish works of the Program.
  • Specifying employment needs and following up procedures of employment and personnel affairs.
  • Coordinating with expertise offices, projects contractors and following up contract agreements.
